Eli (Michael Ontkean) is een man, die nadat hij voor een drievoudige verkrachting heeft geboet, weer op vrije voeten is gesteld. Hij gaat naar een gehucht, ergens diep in de provincie, waar hij aan de slag kan in het bedrijfje van zijn broer. Alleen reclasseringsambtenaresse Annie (Annette O'Toole) is op de hoogte van zijn verleden met seksuele geweldsdelicten. Als zijn strafblad opduikt bij de lokale politie, is binnen een mum van tijd dit ambtsgeheim aan iedereen bekend. Als daarna twee vrouwen aangerand worden, moet Eli beschermd worden tegen lynch-justitie, dé sport in achtergebleven provincieplaatsen. Het kost Eli en de aardige Wanda (Pamela Reed), Eli's nieuwe vriendin, erg veel moeite om in hem te blijven geloven. De schijn is zo zeer tegen hem.
