De miljardair Billy Ford laat zijn team een gat in de zeebodem boren. Als blijkt dat er iets niet helemaal goed gegaan is, begeven Billy en zijn team zich met een duikboot naar de zeebodem. Daar ontdekken ze dat het reusachtige zeemonster Tengu ontwaakt is. Billy en zijn team moeten er vervolgens alles aan doen om de planeet te redden.
