Als een razende storm, gecombineerd met een huizenhoge zee, een kolossale vloedgolf ontketent die genadeloos de Oostkust van Engeland en het Theems Estuary bedreigt, zijn er ook enorme stortbuien die Londen dreigen te overspoelen. Het leven van miljoenen Londenaren is de inzet. Top marine-ingenieurs en de barrière-expert Rob, zijn ex-vrouw Sam en zijn vader Leonard Morrison, hebben maar een paar uur om de stad van een afgrijselijke ondergang te redden.
