Een militaire rebellengroep komt opnieuw in actie om de dood van enkele medestrijders te wreken. Ze hebben het op president Hayes gemunt, maar die wordt beschermd door zijn veiligheidsdienst onder leiding van Alex McGregor. Wanneer een explosie op de militaire basis verscheidene soldaten doodt, gaat de president naar de herdenkingsdienst. Dit ondanks alle bezwaren van Alex.
