Water speelt zich af in het koloniale India van 1938, wanneer Mahatma Gandhi aan de macht komt. Het verhaal begint wanneer de achtjarige Chuyia haar man verliest en naar een huis gestuurd wordt waar Hindoe weduwen in gevangenschap de rest van hun leven spenderen. De kleine, vurige Chuyia beïnvloedt het leven van de andere weduwen grondig. Zo ook het leven van Kalyani, een jonge weduwe die verliefd wordt op de idealistische Gandhi-volgeling Narayan.
