FBI-onderdirecteur Stanley Locke (Andy Garcia) heeft zijn beste agent Richard Messner en diens doorgewinterde maat Donald Carruthers (Ray Liotta) gestuurd naar de niet meer zo erg geheime onderduikplek van Buddy 'Aces' Israel in Lake Tahoe. Hun opdracht is het beschermen van deze louche goochelaar tegen maffiabaas Primo Sparazza, die achter ruim 130 moorden zou zitten. Om zijn eigen hachje te redden heeft Buddy zich bereid verklaard om tegen Sparazza te getuigen, zo luidt het verhaal. De maffia heeft één miljoen dollar op het hoofd van Buddy gezet, waar een bizarre groep huurmoordenaars op af komt.
