Te midden van de wederopbouw van het land na de Tweede Wereldoorlog is Williams ambtenaar. Plotsklaps wordt bij hem een terminale ziekte vastgesteld, wat hij voor zijn zoon verzwijgt. Ook laat hij zich niet op zijn werk zien. Zijn vroegere collega Margaret spoort hem evenwel aan betekenis te vinden in zijn leven waarna Williams zich toelegt op een bouwproject.
