Voormalige marinecommandant Kang Do-young krijgt een telefoontje van een man die hij niet kent. De beller verklaart dat hij bommen heeft geplaatst op locaties met veel mensen, waaronder een voetbalstadion en een waterpark. De bommen zullen ontploffen als het omgevingsgeluid in de buurt de 100 decibel overschrijdt. Do-young probeert wanhopig de terreuraanslagen te stoppen.
