Denny Colt is een man die zijn eigen dood in scène zet zodat hij als een schim de misdaad kan bestrijden in Central City. Hij moet het opnemen tegen The Octopus, die wordt bijgestaan door femme fatale Silken Floss. The Octopus heeft namelijk het plan heel de stad te vernietigen.
