De film volgt de verrichtingen van de anti-drugsdivisie van de Amerikaanse douane in het zuiden van Californië. Beambten Sean Vetter en Demetrius Hicks worden 'The Gunslingers' genoemd vanwege hun stoere uitstraling die ze verkregen met het opgroeien in de straten van de grote stad. Ze komen in conflict met de drugsbaron Memo Lucero.
