Carl Stargher vermoordt mooie jonge vrouwen op gruwelijke wijze. Zijn slachtoffers houdt hij gevangen in een cel, waarin automatisch water stroomt. Als de meisjes eenmaal dood zijn leeft Stargher zijn zieke fantasieën verder uit op hun lichamen. FBI-agent Peter Novak ontdekt hem, maar wanneer ze zijn woning binnenvallen, ligt de levensgevaarlijke moordenaar in een diepe coma.
