Mike Lowrey en Marcus Burnett van de politie van Miami krijgen een cruciale tip binnen over een belangrijke levering XTC-pillen vanuit Amsterdam. Het spoor leidt naar de Cubaanse nachtclubeigenaar Johnny Tapia. Die wordt al een tijdje verdacht van drugssmokkel, maar tot op heden is de politie er nog niet in geslaagd de vermoedens hard te maken. Naarmate het onderzoek van Mike en Marcus vordert, komen ze terecht in een grootschalige drugsoorlog tussen rivaliserende bendes uit de onderwereld.
