Emmett Fitz Hume en Austin Millbarge zijn twee C.I.A.-spionnen die nog nooit daadwerkelijk een missie hebben volbracht. Zij zitten aan hun bureau in Washington D.C. te fantaseren over hoe het zou zijn om op een spionage-missie te gaan. Tot hun eigen verbazing worden juist zij geselecteerd om de wereld te redden van een nucleaire ramp.
