In East Cleveland, Ohio, op 29 november 2012, ontstond er een politieachtervolging die 22 minuten duurde. Dertien politieagenten zaten achter de Afro-Amerikaanse Timothy Russell en Malissa Williams aan en doorzeefden hun auto met 137 kogels. Eén van de agenten, Michael Brelo, vuurde maar liefst 49 kogels af. In deze documentaire wordt kritisch gekeken naar de politie en justitie in een tijd dat Amerikanen om gerechtigheid roepen, nadat politiegeweld steeds meer zwarte levens opeist.
