U.S. Marshal John Kruger is gespecialiseerd in het beschermen van getuigen. Na hun getuigenissen krijgen deze vaak een andere identiteit. Hij wist dan hun verleden uit en geeft hen een nieuw leven. Maar wanneer blijkt dat er binnen het systeem een verrader zit, wordt zijn job levensgevaarlijk. De knappe Lee Cullen is de enige die hem kan helpen.
