Een anonieme hacker heeft alle camera's van Parijs gehackt en observeert de stad zonder dat de inwoners het weten. Kleine misdaden en momenten van gestolen intimiteit, hij ziet alles. Tot de dag dat een explosie het Gare d'Austerlitz verwoest. De politie begint een satellietgroep van Al Queda op te sporen. De hacker slaagt erin beelden van de explosie te vinden en ontdekt dat het een jong stel was dat de bom heeft geplaatst. Met behulp van de camera's van de stad besluit hij de criminelen op te sporen.
